如果工程师未曾或不能发出任何图纸或指示的全部或部分原因是由于承包商未能按合同的要求提交图纸、规范或其它文件

• "If the failure or inability of the Engineer to issue any drawings or instructions is caused in whole or in part by the failure of the Contractor to submit Drawings, Specification or other documents which he is required to submit under the Contract"
