The paper attempts to explore the main issues of flagging out, review exiting maritime policy, and find out some reasonable alternatives for government to deal with FOC issues.

• 本研究简要回顾1936-2001年海运政策，并且对于现行政府所采行税赋减免、船员雇佣、船货协调、船舶补助、两岸直航、双重船籍检查证书以及徵用补助措施作分析，最后寻求合适建议对策供参考。
