Based on fuzzy sets theory,the fuzzy judgment models of plies are established and basic structure of multi ply fuzzy synthetic judgment model of cigaret quality is given.

• 针对国内外现行卷烟质量评判方法的不足，首先对卷烟质量因素进行层次性分析，接着基于模糊集理论建立了卷烟质量分级指标的模糊评判模型，最后给出卷烟质量多级模糊综合评判模型的基本结构。
