An alienee may apply to register land and obtain State-owned construction land-use certification, after the alienee clears all land funds as agreed in land-use-grant contracts.

• 受让人依照国有建设用地使用权出让合同的约定付清全部土地出让价款后，方可申请办理土地登记，领取国有建设用地使用权证书。
